It will be held in Antalya and will comprise high-level delegates from nearly 200 countries, alongside negotiators, scientists, civil society, and youth representatives, to deliberate on how to turn the commitments made at COP30 in Belém into verifiable national action. COP30 closed with a tripling of adaptation finance, a just-transition mechanism, and roadmaps to halt and reverse deforestation by 2030 - commitments that now must survive contact with implementation. Antalya's task is less about drafting new ambitions and more about proving the last round of promises can be kept before 2030 arrives. A pre-COP meeting in Fiji and a leaders' event in Tuvalu will put Pacific climate vulnerability on the agenda ahead of the main conference. 

Objectives 

• NDC Assessment: Evaluate countries' new NDCs 3.0 against the remaining global emissions gap.
• Climate Finance: Advance progress on the New Collective Quantified Goal (NCQG) for climate finance, building on COP30's adaptation-finance commitments.
• Forests and Land Use: Track implementation of the roadmap to halt and reverse deforestation by 2030.
• Action Agenda Priorities: Advance work across food security, clean energy transition, oceans, zero-waste economies, youth and education, and resilient health systems. 

Expected Outcomes 

• An updated assessment of the global emissions gap against countries' NDC 3.0 submissions.
• Progress markers on the New Collective Quantified Goal for climate finance.
• Verifiable follow-through mechanisms on adaptation finance and deforestation-reversal commitments carried over from COP30. 

COP31 is expected to mark the year when climate negotiations shift from pledging to proving, testing whether the ambition set in Belém can withstand the harder work of implementation, with African delegations watching closely to see how forest-related commitments translate into finance and action on the ground.
